NAHB Applauds Senate Passage of WOTUS Resolution

Alicia Huey, chairman of the National Association of Home Builders (NAHB) and a custom home builder and developer from Birmingham, Ala., today issued the following statement after the Senate passed a Congressional Review Act (CRA) joint resolution of disapproval that would rescind the Biden administration’s waters of the U.S. rule: “Today’s bipartisan Senate vote to approve a resolution that would rescind the Biden administration’s waters of the U.S. (WOTUS) rule comes shortly after House Democrats and Republicans passed an identical measure, and sends a strong message to the administration and American people about the damaging effects of federal overreach. The Biden WOTUS rule does little to strengthen our nation’s water resources but it does radically extend the areas in which home builders are required to get federal wetlands permits by making human-made ditches and isolated ponds on private property subject to federal jurisdiction. Governor Signs Arkansas Housing Affordability Bill into Law

In a victory for state home builders and NAHB, Arkansas Governor Asa Hutchinson earlier this week signed SB 170 into law, which will prevent cities and counties from regulating building design that would needlessly raise the cost of housing. The Arkansas Home Builders Association (AHBA), along with realtors and other trade groups and consumers, lobbied aggressively for this legislative remedy after the city of Springdale proposed changes to its Residential Design Standards for new homes that would prohibit exterior finishes such as vinyl, wood and aluminum siding that are otherwise permitted under all editions of the International Residential Code. Other proposed changes such as roof pitch, front facing garages and wrought iron fencing would collectively increase building costs and price entry-level buyers out of the market. With Arkansas and the rest of the nation already facing a housing affordability crisis, the AHBA argued that the proposed standards are a form of exclusionary...

One of the biggest member benefits offered by the Arkansas Home Builders Association is without a doubt the Member Rebate Program. The Rebate program rewards Builders and Remodelers for using over 50 participating manufacturers, and the process is SIMPLE! On average, the participating Builder/Remodeler received $1,176.00 in rebates for 2015 ( more than double the cost of local membership dues ). Although there are numerous benefits to membership in the Arkansas Home Builders Association, the Rebate program ALONE is enough! Since September is NAHB Associate Appreciation month, there is no better time than now to tell our Associate members/volunteers how awesome they are and how much they are appreciated! Associate members are anyone, besides builders or remodelers, that are involved in the housing industry. They may be subcontractors, utility providers, sales and marketing experts, interior designers, title companies, lawyers, bankers, product suppliers and manufacturers, realtors, insurance agents, you name it. Our Associate members make up more than half of our total membership! They devote countless volunteer hours to the association with many things such as fundraising, networking events, advocacy, committee memberships, and various involvement on the national, state, and local level. Associates and Affiliate Members, As we enter into the beginning of May 2016, we are almost half-way through the year and there is much more we can accomplish.  I would like to focus this month on some resources that are available to you as Associate members.  The NAHB Associate Outreach Network on Facebook is a great tool to use as well as the blog and e-newsletter called Associate Maximization, which was created to help members of the NAHB with professional growth, gain a better understanding of their HBA investment and maximize their return.  This blog is for established members, new members, and for non-members to demonstrate their reasons why investment in membership could help with professional growth.  I would like to give a very big thank you to Michael Kurpiel, CGA, CGP for his permission to share the attached work with all of you and for his continued hard work and contributions to both of these venues. NAHB Broadens National Field Rep Program

Four new people have joined   the NAHB Field Representative Program   and are ready to fan out across the country to help state and local HBAs throughout the Federation. Let’s meet them. Morgan Giovannucci Region A: Morgan Giovannucci.   Morgan comes to NAHB from Toledo, Ohio where she worked at the financial advisory firm Savage & Associates. Morgan worked to educate clients on the importance of saving, building retirement, portfolio diversification and more. She has a Bachelor of Business degree in Finance with a focus in wealth management from the University of Toledo. Morgan now lives in Falls Church, Va. Alex Martindale Region C: Alex Martindale.   Alex, member of a home building family, comes to NAHB by way of South Carolina, where she served as a public relations intern for two different HBAs. Associates and Affiliate Members, As we enter into Spring and move through the month of April 2016, the season and time for growth in all aspects of our lives is upon us.  Last month I discussed NAHB’s Bringing Housing Home Legislative Conference.  The 2016 Bringing Housing Home Legislative Conference took place between March 7th and 11th.  For those that participated in this event and reached out to their respective Senators, sharing their opinions regarding the importance and impact that it will have within the building industry, I would like to personally say THANK YOU for being an active participant!!!! Associates and Affiliate Members, As we enter into the beginning of our third month of 2016, time is passing by ever so quickly.  Last month I discussed the importance of growth, being active and participating on all levels within our local, state and national HBA’s. Bill Ross, Associate Council Chairman We have already completed our first month of 2016 and it has certainly gone by very quickly!  As we enter into February, there are many new and exciting things heading our way in 2016 from all aspects of our AHBA's associates council.  We look forward to sharing with everyone each month all of these wonderful opportunities on our AHBA website.  There are many new opportunities to grow on the local, state and national levels and we must take advantage of these opportunities now.  What is most important though, is as associates, we need to be active and participate on all levels especially in our local and state HBA's.  Times are changing rapidly, from our economy, to the way we do business, and the health of the building industry amongst a number of other factors.  There is no better time for us to act than  now. Senate Vote Another Hit to WOTUS Rule

On Tuesday, the Senate failed to secure the 60 votes needed to proceed to consideration of S. 1140, legislation that would have overturned the Environmental Protection Agency’s “Waters of the United States” (WOTUS) rulemaking. But it’s not all bad news. NAHB solidified the support of 58 Senators. Democratic Sens. Joe Donnelly (Ind.), Heidi Heitkamp (N.D.), Joe Manchin (W.Va.) and Claire McCaskill (Mo.), along with all 54 Republican senators, voted in support of S. 1140. The Senate then took up the Congressional Review Act (CRA) resolution disapproving the WOTUS rule, which passed by a majority vote. Passage of the CRA would force the EPA to withdraw the rule. The Federation showed a strong, united front in responding to the call to action. Members ensured that NAHB’s voice was heard on Capitol Hill. Thousands of emails, letters, phone calls and personal appeals were made to Senate offices. “Our members’ efforts were critical to our outreach,” said NAHB...

House Panel Approves NAHB-Supported Energy Bill

The House Energy and Commerce Committee today approved NAHB-supported energy legislation that will reform the role of the Department of Energy (DOE) in the development of energy codes and encourage meaningful savings for residential construction that are achievable and cost-effective. Of note to the housing community, the North American Energy Security and Infrastructure Act of 2015 included a provision that would promote energy efficiency in buildings while ensuring that home builders and home owners are not burdened by unreasonable regulations. Specifically, the provision would: Improve affordability by requiring any DOE-supported code proposal has a payback period of 10 years or less, meaning that these higher costs will be paid back through utility savings. Increase transparency in the development of model building energy codes by ensuring that all DOE code change proposals are made available to the public, including calculations on costs and savings.
