House Passes NAHB-Supported Major Housing Package

The House this evening approved the Housing for the 21st Century Act, a major bipartisan housing package that takes much-needed steps toward addressing our nation’s critical lack of housing. The legislation contains key provisions related to land-use and zoning, regulatory reforms and financing tools. It is the House response to the  ROAD to Housing Act , separate legislation passed by the Senate this fall that includes favorable provisions aimed at eliminating regulatory barriers and promoting pro-growth housing policies. What the tariffs mean for the homebuilder!

President Trump on April 2 announced he will impose a 10% baseline tariff on all of America’s trading partners, with the exception of Canada and Mexico, and elevated tariff rates on dozens of nations that will run as high as 50%. For example, the White House says South Korea charges an average tariff rate of 50% on U.S. goods and the U.S. will now charge a discounted reciprocal tariff rate of 25% on South Korean products entering the country. The tariff exceptions for Canada and Mexico amount to a major win for NAHB, as Canada accounts for roughly 85% of all U.S. softwood lumber imports and accounts for nearly a quarter of the available supply in the U.S. Further exempting Mexican products is also a big win given major construction cost drivers such as gypsum, concrete and near-shored appliances. In a Win for NAHB, EPA to Seek New WOTUS Rule with Streamlined Permitting

In a move strongly supported by NAHB, Environmental Protection Agency (EPA) Administrator Lee Zeldin announced today that EPA will work with the U.S. Army Corps of Engineers (Corps) to solicit public input and craft a new regulation for the waters of the U.S. (WOTUS) rule that reduces red tape, cuts overall permitting costs and lowers the cost of business in communities across the country while protecting the nation’s navigable waters from pollution. “NAHB commends the EPA for moving to make changes to the WOTUS rule that will protect our nation’s waterways and provide builders and developers the clarity and certainty they need in the federal wetlands permitting process to help house America’s citizens,” said NAHB Chairman Buddy Hughes. “Today’s action by the EPA will help alleviate federal permitting roadblocks that are exacerbating the nation’s housing affordability crisis.” EPA will also undertake a rulemaking process to revise the 2023 definition of WOTUS with a focus on clarity,...

  The Arkansas General Assembly convened Monday, June 17, for a three-day special session, called by Governor Sarah Sanders.  During the session, legislators voted to lower the top individual income tax rate from 4.4% to 3.9% and also to cut the top corporate income tax rate from 4.8% to 4.3%. Both measures are retroactive to January 1 of this year.   Meanwhile, members also passed a measure to increase the homestead tax credit from $425 to $500, and to transfer $290 million to the Restricted Reserve Fund.    Legislators also approved the appropriation for the Arkansas Game and Fish Commission’s budget.  (They were not able to pass the agency’s budget during the recent fiscal session.)  The income tax cut is expected to total $500 million, and the increased homestead tax credit will total $50 million.    The legislature’s Arkansas Legislative Council (ALC) Occupational Licensing Subcommittee has been meeting in the interim, reviewing ind...
